Minutes from July approved

New Business

Pam Gill from MADD national visited the meeting and talked with the Task Force about MADD's current policy objectives including their focus on using interlock technology as a viable way to end DUI.  Pam is here to assist the local chapter in involving more volunteers locally and in achieving their goals, including continuing to provide victim support services.

Hal Richardson spoke about his experience at the National Convention saying that in some states if a person refuses to give a breath sample, law enforcement can obtain a telephonic warrant.  Also, some officers are phlebotomists and take the sample themselves.  

Matt mentioned that Judges in Justice Court are starting to order Interlocks for 1st offenses when the BAC is over .20.

More on the conference:  Hal Richardson and Jeff McRae discussed classes they attendended that were geared toward law enforcement.  They learned what some other states are doing for law enforcement for DUI enforcement, and in stopping underage drinking parties.  Tucson Arizona has been particularly aggressive on stoppping underage partices.  The group discussed the problems with bringing similar strategies to Bozeman.   

There was also a discussion on what it would take here to have interlocks more widely used.

Jenna mentioned the National Traffic Law Center's work in supporting prosecutors but Montana doesn't yet have a coordinator.   
        
Marketing
Holiday Marketing Campaign:  Approved to produce postcards again and send them out to businesses.  

It's time to reorder flashlight keychains to be used by the Department of Motor Vehicles for new drivers. The cost for 1,000 keychains is right around $1000.  Moved by Susan to spendup to $1100, Matt 2nd.  Motion passed.

Jenna will ask Insty Prints to donate the printing of Halloween Posters, using the same designs as last year, and a Spanish version for West Yellowstone and Big Sky.

Other Business
Having our river take out signs put up is on hold – the design of the sign is at issue.  Gordon Berger from West offered to take two and put them up there.  The group will consider that if putting the signs at river take outs is not approved.

Midnight Mania:  Friday, October 5th.  They usually need volunteers to show the goggles and to help guide students through the maneuvers.  It's a great opportunity for healthy contact between youth and law enforcement.  Cherie suggested Jenna contact MHP but Jenna says she has not been actively involved in the plans this year.  Midnight Mania coordinator, Sarah Shelley, wants MSU PD to set up an obstacle course and have students ride on tricycles while wearing goggles.

Finances
Final budget figures as produced by Gallatin County's Accounting office were shared with members.  Jenna emailed detailed accounting  to members before the meeting. Fiscal 2008's first reinstatement check was $14,000.

Since Force Tolar is now with the SO the group needs a new treasurer.

Discussed making the coordinator position a salaried position as suggested by HR to Matt.  Jenna said after discussing it with HR she didn't understand what the benefit would be. The group decided to leave her compensation on an hourly basis.

The next meeting is October 17th at Willson School and will include the round table.
